Compliance Officer Guide

As a Compliance & Risk Officer, you protect BiiTrust against fraud, money laundering, identity theft, and regulatory non-compliance. You verify client identity files, assign customer KYC tiers, maintain the institutional blacklist, and ensure critical legal documents remain valid.

1. The Compliance Dashboard

Your dashboard (<compliance-home>) is dedicated to customer verification status and portfolio risk:

Customer Verification Gauge

  • Big Number: Percentage of currently active borrowers whose identity files are formally verified.
  • Compliance Pill:
    • Compliant (Green): 95% or higher verification rate across the borrower register.
    • Gaps (Red): Verification rate has fallen below institutional compliance benchmarks.
    • X in the queue (Amber): Unreviewed client files awaiting your decision.

2. Core Compliance Workflows

Processing the KYC Verification Queue (/kyc)

When field officers register new clients, their files enter your queue:

  1. Click on a pending borrower to open their KYC Dossier.
  2. Inspect Identity Evidence:
    • Verify that the submitted name, date of birth, and ID number match the uploaded government identity card.
    • Inspect the portrait photograph for clarity, ensuring a clear likeness to the ID photo.
    • Verify the residential location and next-of-kin contacts.
  3. Evaluate the Requested Tier:
    • Basic Tier (Up to KES 50,000): Requires verified national ID and customer portrait.
    • Standard Tier (Up to KES 500,000): Requires verified ID, portrait, proof of residence, and 6 months of cashflow history (M-Pesa or bank statement).
    • Enhanced Tier (No Limit): Required for high-value and corporate facilities; requires certified business registration, tax certificates, physical site visit confirmation, and registered collateral documentation.
  4. Make the Verification Decision (/kyc/:client/verify):
    • Verify: Approves the file and sets the tier. The borrower is now unlocked for loan disbursement.
    • Reject / Request Changes: Returns the file to the loan officer with specific instructions (e.g., “National ID back image is blurred; please take a clearer photo”).

Managing the Institutional Blacklist (/blacklist)

To prevent known fraudsters or willful defaulters from borrowing across any branch:

  1. Open Blacklist (/blacklist/new).
  2. Enter the individual’s:
    • Full legal name.
    • National identity number / Passport number.
    • Primary phone number.
    • Reason for listing (e.g., Forged collateral documents, Stolen identity, Willful default with legal absconsion).
  3. Click Add to Blacklist.
  4. Instant Hard Enforcement: The moment an identity is blacklisted:
    • Any open loan application for that person is immediately blocked from submission.
    • Future client registration checks will instantly sound a red alert if an officer attempts to register that national ID.

Monitoring Expiring Documents

  1. Open Expiring (/documents/expiring).
  2. Review documents lapsing in the next 30 days (e.g., motor vehicle comprehensive insurance certificates, municipal business operating permits).
  3. Filter by loan officer to task the originating officer with collecting renewed paperwork before policies lapse.
